I have mainly used Notepad++ and different versions of Dreamweaver. It really depends on what you want to achieve. I think Notepad gives you that flexibility on the spot to make changes, no matter where you are. However, Dreamweaver has a nice GUI that makes certain changes a lot more efficient and easier to bring into fruition.

It is all about what makes you feel comfortable really

I don't use dreamweaver to build a site it is too expensive. what I am using now is wordpress. A more convenient CMS option.

If you don't have any experience try just using scripts or use a websites easy web creation software - i've used host gators before which was impressive but i like developing scripts

I know very little PHP - enough to get by - edit, delete, add a few lines! thats it! and i've done fine :P

people online are incredibly helpful i think and any problem they will more than be willing to assist

I'd suggest all the comments previously, Joomla and wordpress are great, what do you plan on creating? there are alot of scripts you can download which will be more specific to your 'idea' most likely.
