directories are ok, but that market is far to saturated. the best way is to use a social networking site, and message people on that, you can select your demographic - eg males aged 15-35 and send them a simple message telling them about some of the things that your site offers. try not to be too spammy though, cos most people will simply ignore the messages, but if you can get a 10% click through rate from that then you are on to a winner =)

Not a high budget, but much time. There is a relation between "required time" and "budget" - the higher your budget the less time you need to spend yourself.

You don't need a huge budget to promote your site. You can try to promote it through SEO. There are many free ways to do such as directory submission, article submission, forum posting, blogging, free classified posting etc..
You just need more time and effort to do this because it really takes time before your hard work will be paid off. Good luck.

Budget depends on the nature and the competition of your site. Yes, you need a huge budget if you are competing with some biggies. You should choose some niche and concentrate on that. Also do the basic seo stuff yourself like directory and article submission, etc.

A budget for advertising can be good for product sales but not for a discussion site. Just search around the net for SEO tips & focus on your content, this is probably your best shot.

well there is no need of huge budget for promoting your website. You can directly go for seo as well as forum positng with signature links. You can even use flyers as an advertisement. If, this workd you can get decent traffic to your website.

Thank you for sharing useful information.Google gives preference to those sites and blogs only, which have authentic , dynamic and exhaustive matter or content !So first of all make sure that your site has all that mentioned above.Then your site will be displayed preferentially in Google Search results!
